Do I need the training kit as well?
No. The manual is complete on its own and the early drills work with any mirror you already own. The kit exists because the later drills need a consistent target.
What year should I be in?
It assumes you already know what you are looking at, so it is most useful once mirror work has started appearing in your clinical teaching. Earlier than that it will still make sense — it will just feel abstract.
